Hi! Can you use this directly over recently applied water based poly of another not so safe brand to help block the chemicals and off gassing of a kitchen table?

Yes, as long as there are no solvents in the poly. It's all about adhesion. You should de-gloss or rough up first with some sand paper. Three coats are recommended. Leave plenty of time between coats. Don't rush this.
