Can this product be used on Hempcrete blocks, both outside and inside?

If your hempcrete is made with portland cement, then yes. Make sure the surface is porous and has not been sealed previously. This is an awesome long lasting, non-toxic product when applied correctly.If you don't know what is on the surface, then you should test first with a sample.
