can it be used on old concrete in a garage that plans to be converted into an adu?

This product is not for use on floors. If you are doing walls then it will work but it will not hold up on the floor concrete. It isn't designed with any sort of ware layer. If you are doing an ADU and want to paint the floor concrete AFM makes a Concrete Floor Paint. It will not hold up to hot tires but it would be the right paint for the concrete floor if that is what you were needing to paint.
