Caliwel products are zero VOC acrylic-based paints that contain hydrated lime. Like all water-based paint products, they must be applied to a clean dry surface. If that surface has been previously sealed or painted with a toxic chemical, the addition of any paint could re-emulsify the surface and create a reaction or interaction. Priming a questionable surface is recommended by the manufacturer in these cases. The best way to confirm that it is not the paint itself is to brush a small amount of the Caliwel over a piece of aluminum foil. Let it dry for a day and then see what it smells like on its own. There will be almost no odor and after a day or two no odor or off-gassing will be experienced. That's because it contains nothing toxic. At this point, adding fans, heat or more ventilation will accelerate the drying process. Do not add any new product over the surface as there may be yet a new reaction.
