There is wallpaper in the home I am purchasing. I would prefer not to remove it because of lead paint concerns. I was told that in order to paint directly over the wallpaper, it needed to be sealed with an oil-based primer first, so it doesn't loosen. Will AFM Safecoat Primer work for this, or do I need another type of product? If so, what would be recommended (I want something No-VOC)? Thanks for your help.

In the world of wallpaper, there still isn't a good option of painting over old wallpaper or wallpaper paste. It really still needs to be a oil or a shellac. AFM Safecoat always recommends first applying Zinsser SealCoat Waxless Shellac which you can find at a box store. Once that is applied and dry, you would use the Transitional Primer to encapsulate the shellac and then top coat that with the AFM Zero VOC paint.
