A lot depends on just how much underlaying moisture we are talking about. If your house was built over an aquifer or on a flood plane or right next to a lake, that's a massive amount of underlying moisture. Putting a topical sealer over that (like Transitional Primer) the sealer will eventually fail, much like a balloon that gets over inflated will pop, the sealer will be pushed up and off the surface. Have you measured the moisture content in the concrete? Is there a sump pump in the basement? (Sump pump would be a very clear indication that water is an issue here).If the concrete floor paint that was there previously has lasted a long time and is worn more from the top down due to abrasion, rather than peeling due to moisture from beneath, that would be a good candidate for using a topical sealer. AFM Transitional Primer would be okay in this case, AFM Dynoseal would be even better as there is a floor going over it. Be sure to remove all peeling and flaking paint and clean the floor surface and let dry before adding a coat.
