If the cork flooring is truly waterproof why do you need a moisture barrier to install over a concrete basement floor? I would be concerned that I would be trapping moisture underneath the floor rather than letting it escape. This escaped moisture would then be sent out using a dehumidifier. I just want to make sure I'm not creating another health risk my trapping the moisture.

The manufacturer requires a vapor barrier even though the flooring itself is waterproof. This is to prevent mold and mildew from growing on the bottom of the floor and causing some degradation. Yes, a vapor barrier will trap moisture and mold and mildew may develop to a small degree, but at least it will not be growing on the flooring. Manufacturers of most hardwood, bamboo, cork, linoleum floating floors all recommend vapor barriers on concrete slabs for this same reason - namely to protect their flooring.
