It's hard to say what is causing the toxic odors; it could be formaldehyde off-gassing from the plywood or VOC offgassing from the finish, or it could be a combination of both. In either case our AFM Safecoat Polyureseal BP was designed to protect wood flooring and seal in off-gassing of most VOCs beneath it. This requires a minimum of two coats and requires that the previous finish is water-based as well. If an oil-based poly was used, it needs to be totally dry before applying our Poly over it. That could mean the oil needs to be dry for 4 weeks or more. A light sanding is always recommend prior to installation to open the pores and remove any gloss. AFM Polyureseal BP comes in matte, satin or semi-gloss and neither contains or emits any hazardous air pollutants. It does have 125 g/l of VOCs in it which dissipates within 24-48 hours.
