can you apply this product over 100% acrylic paint?

Yes as long as it is not an oil-based acrylic with solvents. It should be clean, dry, and if the paint is gloss or semi-gloss, it should be roughed up, i.e. de-glossed first. Just a light sanding with 120 grit or higher will do the trick.
