Other websites say you "can" put water-based polyurethane over oil-based stain as long as the oil stain has had time to cure. Some recommend a shellac sealer first but others say to just wait for the oil finish to fully dry or cure. If this is the case, then why can I not use SafeCoat Polyureseal BP over my fully dry oil-stained furniture?

Yes, we say the same, however, you must test first with a small sample to be sure.
