I have a dining table that I would like to spray for a lacquer finish. It is chipped in places. Do I need to strip down to bare wood before spraying with the EcoLacq?

If you want a clear topical hard coating, then the product name is AFM Safecoat Acrylacq. For dining tables we recommend about 4 coats to give a long-lasting, beautiful and durable finish. Ecolacq is a tintable version of Acrylacq for a paint-like finish. If there are some deep chips, they will need to be filled first, then sanded smooth.
