Yes as long as the surface is properly prepared, i.e. scraped and sanded smooth.
Can this be used as an exterior sealing & bonding primer for: Steel garage doors with what appears to be factory-applied finish (not vinyl) oxidized (faded) but no rust? SAMPLE - AFM SafeCoat, Transitional Primer (Int/Ext) Paints & Primers
