I have not had anyone use Safe Seal in that application before so I called the manufacturer to double check and they agreed that Safe Seal would not have anything to grip in that application and would essentially just run off the surface of the insulation.
In my experience, Polystyrene Foam flashes off (i.e. off-gasses) very quickly, perhaps within an hour at most, so I can't imagine that you would be smelling it for very long but I understand you want to take an extra precaution. You could certainly use the Safe Seal on top of plywood covering the insulation, as long as the plywood was not the finished surface you intended to walk on. That plywood would need to be covered with paint or flooring or drywall (depending on whether this is a vertical or horizontal application) so that the Safe Seal was not being walked on or interacted with once it was applied.
