Safe Seal has a dark rubbery finish, and is intended for surfaces that are not being touched or seen (like subfloors, beneath foundation lines, insulation facing panels in walls, under soil lines in planter boxes, etc.). It's formulated to work on composite wood such as plywood, particleboard, and pressed wood and will block chemical off-gassing. Based on your description, it sounds like this is what you should use on your project.By comparison, Hard Seal is a topical gloss finish and can go on surfaces that are touched. Using Hard Seal on chipboard created before 1972 may create unpleasant odors. Hard Seal does not apply to MDF, MEDEX, Plywood or OSB.
