If it's plywood, there is usually formaldehyde off-gassing. Our AFM SafeCoat Safe Seal is a clear sealer designed to block those emissions. 1-2 coats usually does it. 350 SF per gallon. When dry, you can paint over this if you wish. Or, another option is to use AFM SafeCoat Transitional Primer and then coat with AFM SafeCoat Zero VOC paint: flat, eggshell or semi-gloss. 350 SF per gallon. The same results will be achieved either way. With regard to 2x4 or any dimensional wood, there are typically no adhesives and therefore no-off gassing of synthetic chemicals. If you think there might be some, then you can use the same products to seal it.
