Two I have cabinets that someone paint over with no primer the paint looks good and I don't want to redo but if your nail hits it it�s peels easy. A complete ingredient list is Water, Acrylic Emulsion Polymer, Acrylic Polymer Emulsion, Ester Alcohol - there are no resins contained in this.It sounds like while the paint job is nice, it needed a primer in order to bond to the cabinet's raw wood surface. It's because of the lack of bonding that it peels easily. Nothing you place over top will "fix" this, the paint will continue to flake off. Your best bet would be to remove the paint altogether and start over with a raw wood surface, prime and repaint.
