None of the clear sealers we sell would work over an oil based paint. Water based things will not bond with oil based things as water and oil do not mix. If you wanted to encapsulate an oil based paint, the best thing we would recommend is covering the oil based paint with AFM Transitional Primer (which is formulated to be a transition layer from an oil based product to water based) and then coat over the primer with a water based paint, such as AFMs Zero VOC Paint, or one of our other paint options. Obviously these are opaque layers, not clear, so the original paint you are going over will no longer be visible. But on the good side AFM will encapsulate any VOCs emitting from the oil paint.
