We would recommend trying our AFM Hard Seal or AFM Transitional Primer and Zero VOC paint. Both are made to go over a previously painted surface and lock in any off gassing that is coming from it. Option A: Two coats of Hardseal, which is only available in a gloss finish. Option B: One coat of Transitional Primer and one to two coats of AFM Zero VOC paint in any sheen. However, the existing paint must be fully dry. It may be that the moisture is caused by condensation; i.e. warm, humid air is condensing on the surface of the cold concrete. If that is the case, then there is no paint or sealer that will stop that except by insulating the concrete from the outside or inside so the cold does not penetrate through. Dehumidifying the garage or adding some ventilation would also be helpful to reduce the condensation.
