Hard Seal might work over your vinyl (be sure you test first). But the question is, what are you trying to accomplish here? If your main desire here is to seal in chemical off-gassing, putting a layer of Hard Seal over the top of your vinyl floor will only seal one side, the floor will continue to off-gas from all the other unsealed surfaces (bottom and sides).Another caveat it Hard Seal is not meant to be on a floor surface. It does not have abrasion resistance.If you are not hoping to encapsulate off-gassing and are just interested in putting a sealer that would add abrasion protection, we recommend you try a sample of Polyureseal BP. If you like the appearance and can get it to bond to the vinyl surface, then you could consider that as a better floor covering than Hard Seal. But test first, to make sure it will stick to your vinyl. Not all vinyl is created equal, and we don't sell or support vinyl, so can't test it ourselves.
