No. While AFM Safecoat makes products that are amazing at encapsulating chemical VOCs like formaldehyde and other wood preservatives, they cannot handle organic smells such as urine and perfume. To effectively block urine you would need to go full chemical, like Shellac. (Which you could then coat with AFM products after the Shellac has dried).
