Can I put this on new laminate flooring to cover the heavy odor smell of cat urine from the subflooring that I forgot about underneath after I pulled the carpets out and laid the laminate flooring down?

Unfortunately, animal urine of any kind is very hard to deal with because there is so much ammonia in it. None of the products we sell are meant to combat that. I suggest you look into a shellac as they are said to be able to hide odors such as that.
