Since your end goal is to have the surfaces painted, the most cost effective way to do so is to use the AFM SafeCoat Transitional Primer and AFM SafeCoat Zero VOC Paint. You would apply 1 coat of the primer, let it dry for 24 hours and 2 coats of paint, drying 8 hours in between each coat. If you do not desire to use the AFM SafeCoat Paint, you could instead use to the AFM SafeCoat SafeSeal as it does act as a primer. For encapsulating purposes, you would still need to use 3 coats whether using 3 coats of the SafeSeal or 3 Coats of the paint ( 1 primer, 2 paint).
