Can I use this on the edges of some plywood and then use oil for the rest of it ? I want to seal the edges of the plywood but want to use just oil on the rest of the wood .. thanks

In order for the SafeSeal to perform as expected 3 coats are required on all sides and edges. If you only apply to the edges there may be some small benefit but the majority of the off-gassing comes from the largest surface area. Covering with oil instead of SafeSeal on the large surfaces can certainly be done, but it won't block the formaldehyde at all.
