I am looking for a low-voc sealer to use on a swing set that is prestained cedar - would this work? Is there a better option?

As long as the existing stain is water-based and not oil-based, it will bond well. If it's oil-based, then it will need to be sanded off or you'll need to wait about 1-2 months for the stain to completely cure. Only then will our water-based sealer bond properly.
