To encapsulate the off gassing (which is probably formaldehyde) within the plywood you'll need to seal ALL sides of the plywood to be most effective. If you only seal the side facing the closet (the front), then the off gassing will continue from the back and sides. So step one: remove the plywood from the closet so you can encapsulate all sides.Step two: For a glossy plywood appearance, use three coats of AFM Hard Seal. (Application of wallpaper or paint over hardseal at a later date requires sanding.)For a painted look, use one coat of AFM Transitional Primer followed by two coats of AFM Zero VOC paint. Both of these approaches produce the same effect of blocking the formaldehyde or VOC emissions.
