Hard Seal does a great job of blocking water based paint chemical smells. It will not work if the paint is oil based. For this to be effective, the two coats need to go over the entire surface (if your shelf builder did not apply the coats to the back or bottom of the shelves, those areas will continue to off-gas). Hard Seal is formulated to block chemical off-gassing, and will not do much about blocking other organic odors (like essential oils, perfume, pet accidents, cigarette smoke). We do have an odor eliminator you could try on your baby powder closet, called Odor Out. Samples are available for testing.
