That is entirely dependent on what actual cleaner you are using and how wet your mop is. Damp mopping (in our view) is barely wet at all. Any time you mop, you want to make certain your mop is barely damp and not wet. Barely damp mops will clean and pick up the dirt while wet mops move the dirt around and don't really clean. Also, too much water can end up ruining floors over time.If your cleaner's directions call for the floor to be physically dried, then there is probably a reason for that.
