Good question and tough to answer without knowing for sure. That's why we recommend testing first with a small sample to make sure there is good adhesion. Apply one coat, let dry 24 hours. Then see if you can peel it off with your fingernail. If it appears to be bonding well and produces no strange chemical reactions or observable changes in the surface, then you are good to go. 15 years is a long time and even if it was oil-based, it is certainly dried out and should accept most water-based finishes. A light sanding is always useful to open the pores and remove any potential contaminants. The default solution is to sand it down to bare wood. Then you will know for sure it will work perfectly. We recommend 4-5 coats for countertops for maximum protection from moisture and abrasion.
