You will need to sand the floor down as the garage floor paint needs to be able to stick to the floor and the Polyureseal BP is currently in the way of that.
I used polyureseal bp to seal a storage container floor a couple of years ago and now want to paint the floor with garage floor paint? Can I paint over it or do I need to apply a sealant? SAMPLE - AFM SafeCoat, Polyureseal BP, Matte Wood Stains & Sealers
