If the smell is coming from preservatives within the wood, like formaldehyde, then my top recommendation would be to do a 1-2 punch of AFM Safecoat Transitional Primer followed up with Zero VOC Paint. Both are formulated to work together to stop off-gassing VOCs.If the source of the smell is organic, however, like perfume, smoke, or the lumber you used for the shelves was stored with actual dead fish (or other critters), we sell no products that we know can cover up that kind of smell. You can check your nearest big box store/hardware store for Zinsser SealCoat Waxless Shellac. You can coat over the Shellac with Polyureseal BP, which would also (as a bonus) give your shelves good abrasion resistance. In researching this answer, google also suggests that this fish odor could be coming from overheating electrical system components - so check your outlets and plugs for melting components just to be on the safe side.
