Is this paint heat resistant? I need to re-paint baseboard registers

Assuming that your baseboard registers don't get that hot, you may certainly use AFM Safecoat Transitional Primer on them.�Then, you may topcoat it with AFM Zero VOC Paint. However, if they get above 150 degrees, this product may not hold up.
