Yes. It is a floating floor and can be applied directly over the top. This assumes, of course, that it is flat, and does not have any big dips or bumps. If so, they will need to be patched or sanded down. No moisture barrier is needed either since the vinyl acts as a moisture barrier. This is a very easy installation.
