Absolutely not. Hard Seal is an interior grade product. For an exterior deck, provided this is coated with a water-based finish or is raw wood, we would recommend AFM Safecoat EXT Exterior Polyureseal Clear. It's got the best abrasion resistance of all the products we sell for exterior applications.
