Once my cedar is finished will it be slippery? My dogs use the steps daily and what I use now is slippery.

No way. This is a penetrating sealer that soaks into the wood. It does not build on the surface like a topical sealer. As long as you follow the instructions and wipe off the excess and buff it in, there will not be anything to slip on.
