It is hard to say without your getting an air quality specialist in there to test and see. If that is not an option, it's good practice to seal it with Safe Seal before you put your new flooring down as then you'll know for sure that it's sealed for you. Make certain the particle board surface is clean, dry and free of oil and wax so the Safe Seal may properly stick. You may order small samples of it online to test for adhesion.
