I just hired a contractor to remove popcorn ceiling, resurface and repaint the ceiling. He used a Sherman Williams paint that smells so toxic, its causing me to have eye, nose, throat and respiratory irritation. Can I use AFM safecoat sealing primer to paint over the existing paint the contractor used to get rid of the odor?

Yes, transitional primer can help you out, provided the existing paint is completely cured. You can increase the ventilation and decrease the humidity to expedite that drying process. Then you can apply a coat of the Transitional Primer, and follow that up once the primer is dry (at least 24 hours) with 2 coats of Zero VOC Paint, which should help significantly to contain further off gassing from the Sherwin Williams paint. Follow the manufacturer's instructions carefully.
