We would not recommend AFM Safecoat, AcriGlaze because it is for indoor use only. A better solution for outdoor applications is our AFM Safecoat, Polyureseal EXT. This will bond to painted surfaces, but vinyl surfaces may be more difficult and light sanding may be needed to give it some tooth. We highly recommend testing first to insure good adhesion. Samples are readily available and can be ordered on our website.
