I'm not certain why you would want to do that as epoxy, in general, is much stronger than HardSeal. But, if you are still wanting to do so over the epoxy, HardSeal is meant to stick to most water based products. So, if it is water based you are trying to coat, I suggest you first order a sample of it online to test for adherence. Just know this product will scratch on a bar top more than epoxy will.
