It depends on how long ago the stained wood cabinet was stained. If it was a while ago and the oil stain is completely dry, yes, Transitional Primer should go on smoothly and stick to an older oiled surface.The Transitional primer is ideal over an ACTUAL wood surface, which has been painted/stained in the past. Having "wood" in quotes makes it seem like it might not be actual wood. If it's plastic or a smooth laminate of some kind, chances are high that the primer will not stick.We sell a sample size if you'd like to test for adhesion, before committing to the whole project. If you've doubts about what you are going over, we strongly advise testing first.
