Regarding Waterproof cork, when floated the manufacturer recommends putting around the cabinetry with a 1/4" gap between the cork and the toe kick. Then cover the gap with a quarter round molding. Generally, cork should be glued down in a kitchen if there are frequent spills, kids, dogs, etc. The glue prevents moisture from getting between the planks and makes for a more stable, i.e. non-moving application. In this case, you can apply cabinets directly over the top of the floor.
