If the paint is coming off easily, it means that there is something that is not allowing the paint to bond to the surface of the cabinets. I can tell you if the paint is failing in this way, covering it with another covering will also fail, as the loose paint layer will continue to peel regardless of what's on top of it. There is nothing we have that will prevent this from happening. You will need to start over and remove all the loose paint. After you remove the loose paint, what are your cabinets covered with? - If it's an oil based paint, you will need to go over that with AFM Transitional Primer, you can then follow that up with AFM Zero VOC paint or AFM Ecolacq. - If they are covered with a gloss paint or gloss finish surface, you will need to abrade the surface with sandpaper so the Transitional Primer has something to bond to, then you can paint over that. - If they are covered with laminate or vinyl, we do not have a tried and true solution for that. You could try abrading that surface with sandpaper, and then Transitional Primer, then paint, but in this kind of situation results are very hit and miss.
