We are converting our garage into an apartment. We need to seal the concrete floor with a sealer that is safe and durable. The apartment will have rabbits in it? Is this a good sealer for that?

Hard Seal is not for flooring. Use AFM Mexeseal or AFM Concrete Paint. We have never used with rabbits, so you will need to test this for yourself. The concrete must be clean, dry, free of other finishes, oils, wax, etc. Two coats are generally recommended for humans, but you may need more for rabbits.
