We bought a matching desk and bookcase. The off gassing is terrible. Polyureseal BP seems like a great answer. But I have no way of knowing if the furniture is finished with an oil based or water based finish. Is there a way to determine which?

There is no way to determine. To be safe, use Zinsser SealCoat Waxless Shellac from a box store first and then apply the Polyureseal BP. The Zinsser isn't non toxic, but this way, even if it's oil, it will transition to the Polyureseal BP.
