We bought a house from a smoker and are renovating. Can I use this over killz to seal off vocs from the killz?

Yes, AFM Transitional Primer can be used over most oil or water-based paints. Allow to dry 24 hours and then apply two coats of AFM Zero VOC paint. Once cured, that combination of primer and paint will block the VOCs of Killz.
