Assuming this is just a sheet of raw birch plywood that will be eventually covered by something else, then two to three coats of AFM Safe Seal will block 98% of the emissions. If this will be used for furniture, then use two to three coats of AFM Acrylacq. If used for flooring use three coats of AFM Polyureseal BP. All three products will perform the same function of sealing hazardous air pollutants, but they each is designed for a certain purpose beyond sealing.
