Depending on the thickness of the wood veneer (and whether that veneer is raw wood or coated with a water-based non-gloss finish) this may help to encapsulate off-gassing. If the wood veneer has a water-based gloss finish, you will need to degloss/lightly sand that finish before application (the surface needs teeth for the Hard Seal to bond onto).If this is a wood laminate, it would not work. Laminate is too thin and smooth for anything to bond onto.If the wood veneer is coated with an oil-based finish, your only option would be to paint using AFM Transitional Primer followed by AFM Zero VOC Paint, these two products will work in conjunction to encapsulate off-gassing. Downside is that you are covering the wood grain/look - but upside, it takes care of the off-gassing.If you are unsure of what exactly you are going over, we do sell sample sizes of all the products, so you can test over an inconspicuous area for adhesion.
