Do not use Hard Seal, as that will not work over particle board or fiberboard (reviewing the IKEA website, the Billy Bookcase looks to be particle board covered with a laminate, with a fiberboard backing)We consulted with the AFM Safecoat technical department and they recommended you try Acrylacq, which should work over the particle board fine to help seal in formaldehyde. Try it on the laminate portion as well. We sell sample sizes so you can confirm you get a good bond before committing to the whole project, WE STRONGLY RECOMMEND YOU TEST FIRST.TWO BIG caveats : (1) Laminate is tricky - if your laminate has a smooth or glossy finish, any sealer would have trouble bonding to it (if you got a glossy laminate, you might try lightly abrading with sandpaper, but be careful as this could affect the appearance of the laminate, as it is thin and not real wood.) (2) Fiberboard is tricky - if it is thick enough, it might be able to take on a coating and not warp.Drying is roughly 24 hours. A full cure on Acrylacq could take as long as 2-4 weeks under normal conditions. Normal conditions include a dry surface, access to fresh air flow, moderate humidity, and temperatures above 55 degrees F. It will immediately make a difference in off-gassing once dry, provided you coat all surfaces.
