You could skip a step and if your intent is to paint then just do the encapsulation 1-2 punch of AFM Safecoat Transitional Primer and AFM's Zero VOC Paint. Both work in conjunction to encapsulate formaldehyde and other wood chemical preservatives found in T1-11.That said, yes, provided you degloss/lightly sand the cured Polyureseal BP coating to make a surface that paint can grip onto, you can paint over the Polyureseal BP with AFM Safecoat Transitional Primer and then coat that with a water-based paint, such as AFM's Zero VOC Paint.
