If I want to use this on interior plywood of a shed can I still seal the plywood first to stop off gassing and what product would work to do that and still be able to use this on top of it?

The only product that would work to stop the off gassing of the plywood is AFM Transitional Primer at least 2 coats. It's the only product that is going to seal in the off gassing and still be able to use the Caliwel over top of it.
