Can this be used to touch-up a small spot where the finish was pulled up on a polished concrete floor by painters tape?

Yes, however, it does not have much abrasion resistance and the sheen may be different. If your finish is coming off from something like painters tape which barely sticks to anything, you may want to consider a more durable coating like our AFM Mexeseal. It comes in satin or semi-gloss.
